India’s construction sector is rapidly expanding, contributing significantly to the generation of construction and demolition (C&D) waste estimated at over 150 million tonnes annually. Green building rating systems are pivotal in shaping sustainable construction practices, but the degree to which they integrate principles of sustainable waste management and the circular economy remains underexamined. This paper presents a comparative analysis of four major green rating systems active in India—such as IGBC, GRIHA, LEED India, and EDGE—focusing specifically on how they address waste reduction, material reuse, and resource recovery (3R). The study conducts a structured content analysis of the official rating frameworks, evaluating credit structures, weightages, performance thresholds, and policy alignment related to waste management and lifecycle circularity. A novel analytical tool, the Waste-Circularity Performance Index (WCPI), is developed to quantify and normalize the relative emphasis placed by each system on circular economy strategies. The WCPI was defined and validated using the IGBC (2023), GRIHA (2019), LEED India (2023), and EDGE (2021) frameworks. The findings reveal considerable variation across the systems in terms of scoring weightage, credit types (mandatory vs. optional), and operational clarity. The paper concludes with a comparative ranking and suggests actionable strategies for enhancing circularity in green certification frameworks, aligned with India’s sustainable development and waste management goals.
